Draft Tenancy Fraud Policy - Have Your Say

We’re currently reviewing our Tenancy Fraud Policy, and this draft version is now out for customer consultation.

Your feedback will help us shape the final policy before it is agreed and put in place.

This policy explains how we prevent, identify, investigate and respond to tenancy fraud. It helps make sure our homes are used fairly, supports our communities, and protects housing for those who need it most.

Because this policy affects how homes are allocated and managed, it’s important that it’s clear, fair and easy to understand - and that it works for the people who live in our homes.

Why We're Asking for Your Feedback

This is a draft policy, and we want your input before anything is finalised.

Tenancy fraud happens when a home is used in a way that goes against the tenancy agreement or housing rules.

This can include things like:

  • Subletting a property without permission

  • Not living in the property as your main home

  • Giving false information when applying for housing

  • Passing on a tenancy unlawfully

  • Exchanging homes based on incorrect or misleading information

  • Selling keys or accepting payment for a tenancy

  • Providing false details to gain Right to Buy or Right to Acquire

  • Other situations where a property is used dishonestly or by someone not entitled to live there

We want to make sure this policy is clear, fair and easy to understand. By taking part in the consultation, you’ll help us:

  • Check that the policy is easy to understand

  • Make sure examples of tenancy fraud are clear

  • Understand whether our approach feels fair and transparent

  • Improve how we explain investigations and outcomes

  • Ensure customers feel confident reporting concerns

  • Reflect the needs and experiences of our communities

Your feedback will directly shape the final version of the policy.
